Legislation
London Olympic Games and Paralympic Games Act 2006
This Act provided the legislative framework necessary for London to host
the 2012 Olympics. In particular it set up the Olympic Delivery Authority,
whose prime task is to deliver the venues and infrastructure. It also
legislated for fulfilment of International Olymic Committee requirements,
such as controls on marketing.

National Lottery Act 2006
This Act aimed to increase the efficiency of Lottery funding. It set
up a new Big Lottery Fund to replace three separate distributing bodies.
The Act also enabled distributors to consult the public, and empowered
Ministers to reallocate funds between distributors if they are not being
spent quickly enough.

Gambling Act 2005
This generally liberalising Act set up a new system to regulate all gambling,
except the National Lottery and spread betting (which remain regulated
by the Financial Services Authority). Licensing Authorities now share
powers to grant permission with the Gambling Commission, which took over
from the Gaming Board.

Horserace Betting and Olympic Lottery Act 2004
This Act sought to implement the Government's policy of selling off the
Horserace Totaliser Board ('The Tote'), and abolished the horserace betting
levy and the Levy Board. The Act also allows enabled the National Lottery
to introduce Olympic Lottery games with proceeds ring-fenced for Olympics
expenditure.

Communications Act 2003
This Act reformed regulation of communications by setting out the functions
and powers of the Office of Communications (OFCOM), which was established
by the Office of Communications Act 2002. The Act relaxed media ownership
rules, particularly over Channel 5, though kept controls in place. OFCOM
took over responsibility for listed sports events.

Licensing Act 2003
This Act transfered licensing powers from Magistrates to Local Authorities.
It relaxed restrictions on drinking hours though gave police greater
powers against premises which suffer from disorderly behaviour. Venues
hosting indoor sports events and sports clubs selling alcohol are affected.
These premises have to apply for new style licenses.

Football (Disorder) (Amendment) Act 2002
This Act renewed for five years two provisions brought in by the Football
(Disorder) Act 2000. The first allows police to apply for banning orders.
The second allows police to issue summary restrictions on people against
whom they are seeking a banning order, during periods of specified overseas
football matches.

Office of Communications Act 2002
This Act established the Office of Communications (OFCOM), before it
took on its role under the Communications Act 2003, in order to ease
the transition process. OFCOM unified regulation of broadcasting by inheriting
the functions of five bodies, though the BBC was allowed to continue
to have a system of self-regulation.

Tobacco Advertising and Promotion Act 2002
This Act brought in a ban on the advertising and promotion of tobacco
products. This encluded ending tobacco sponsorship of sports with effect
from 2003, though sponsorship of Formula One motor racing was allowed
to continue until 2005. The law does not apply to global sports events.

Football (Disorder) Act 2000
This Act introduced powers to prevent suspected hooligans travelling
abroad by enabling courts to impose banning orders on application by
the police rather than just against individuals convicted for a football-related
offence. The police were given the power to restrict travel while applying
for an order. The Act also removed the distinction between domestic and
international bans.

Football (Offences and Disorder) Act 1999
This Act changed from a discretionary power to a duty the already existing
provisions enabling a court to ban those convicted with a football-related
offence from attending matches at home or abroad. The Act also extended
the offence of indecent or racist chanting to cover those chanting alone.

Horserace Totalisator Board Act 1997
This Act allowed the Horserace Totalisator Board ('The Tote') to receive
and negotiate bets on all events, including numbers, rather than just
those made by way of pool betting.

Broadcasting Act 1996
This Act established a legislative framework for digital broadcasting.
It contained provisions to ensure free-to-air live coverage of certain
listed sporting events, to be enforced by the Independent Television
Commission. It introduced tighter controls for broadcasting listed events
but removed the absolute bar on them being broadcast via pay-per-view.

Olympic Symbol etc. (Protection) Act 1995
This Act created an 'Olympics association right', to be exercised by
the British Olympics Association (BOA). The right means the Olympic symbol,
motto and associated words can not be used without the authority of the
BOA, unless usage is made which fairly represents a connection with the
Olympic Games.

National Lottery etc. Act 1993
This Act set up the National Lottey. It required 16.7% of money for 'good
causes' to go to sport, with most of this being distributed by UK Sport.
The Act also reduced the age limit for football pool betting from 18
to 16 years.

DCMS Voluntary and Community Sector Strategy: Engaging with the Voluntary

This strategy paper sought to implement the Treasury review into involving
the voluntary and community sector in the delivery of services. On sport
it discussed volunteering, and charitable status, funding and tax relief
for sports clubs.

This report was undertaken for the Government and London Development
Agency by the consultants Price Waterhouse Coopers to assess the economic
and social benefits of hosting the Olympics, and consider the best policies

England National Stadium Interim Report, Carter Review
This is the interim report of the Review established by the Government
following problems with the Wembley project. It pointed to four reasons
for the failure and came to the conclusion that the Football Association
was the only sponsor to realistically be able to take the project forward.
The report discussed how this could be financed and executed.

This review by the Government was carried out because Sport England is

Drugs and Role Models in Sport
This Report concluded that the importance of sport meant government had
a policy imperative in promoting clean, successful and popular sport.
It recognised that sports bodies were principally responsible for the
fight against drugs. It praised the UK's system of drug testing, though
made some suggestions for improvement.

A London Olympic Bid for 2012
This Report concluded that an Olympics bid was desirable but that thorough
examination of its potential must be undertaken before proceeding, including

Unpicking the Lock, The World Athletics Championships in the UK
This Report looked into whether Wembley should be able to host athletics,
foward to the Manchester Commonwelth Games, the decisions surrounding
Picketts Lock and the prospects of a bid by Sheffield for the 2005 World
Athletics Championships. It was highly critical of players involved in
policy over Picketts Lock.

Staging International Sporting Events
This Report investigated the building of Wembley, bid for the World Athletics
Championships to be held at Picketts Lock in 2005, failure of the bid
for the 2006 World Cup and possibility of a London bid for the 2012 Olympics.

Wembley National Stadium
This Report criticised the confusion surrounding whether the new Wembley
should host athletics. The Committee favoured a bid be made for the World
Athletics Championships in 2005 to be held at Wembley. It also recommended
that any future national athletics stadium be outside London, and called
for one Minister to have responsibility for Events.

Final Report of Independent Sports Review: Raising the Bar
This was the final report of the Independent Sports Review, a group of
sports participants and administrators co-chaired by Conservative Lord
Moynihan and Labour MP Kate Hoey. After wide consultation the Review
recommended that a Sports Foundation replace UK Sport and Sport England,
and the establishment of a new anti-doping body.
